Seneca Trail RC&D-2006 Annual PlanSeneca Trail RC&D-2006 Annual Plan Action Item GOAL I: RC&D COUNCIL To have an effective council, composed of well informed, responsive members that represent our communities, other grass-root organizations and individuals within their areas.Objective 1. Improve council representation in all the weak areas identified by the council self-assessment and/or other means. A. Complete National RC&D Assessment Report Objective 2. Actively solicit for; sponsor and financially support locally submitted measure plan applications. A. All County RC&D Committees continue to meet as needed in each countyDecember B. Each County RC&D Committee assist in the completion of active Project Measures
Objective 3. Strengthen the activities of the local RC&D Committees and the Executive Council by seeking diversity and expansion of the membership. A. All vacancies in RC&D Executive Council be filled with diverse members B. Review Civil Rights/ EEO Requirements as required by USDA Authorization Objective 4. Enhance the councils ability to assist with project and measure funding. A. Subscribe to grant search services where available within budget constraints B. Plan, seek funding for the expansion of the Councils administrative capabilities (hiring staff) Objective 5. Eliminate the problems; address the concerns; and meet the needs that council members and the general community have concerning RC&D. A. Develop, print and distribute Annual Report B. Submit press releases on all grants obtained C. Provide RC&D Progress Reports to District Boards GOAL II: AGRICULTURE To strengthen, protect and improve the agricultural industry in the area by developing programs and measure plans that address environmental, educational and economic issues. Objective 1. Obtain funding for the continuation and expansion of education and agricultural management improvement programs. A. Seek funding for installation of BMP on agricultural land B. Sponsor three Grazing Seminars and ten pasture walks C. Seek funding for the promotion of Ag-Business and Ag-Tourism Promotion Pilot Objective 2. To further the development and implementation of County agricultural and farmland protection plans. A. Keep Council members informed on the progress of plans in each county Objective 3. Make financial, engineering and technical assistance available to agricultural producers to meet changing environmental regulations. A. Assist Ag.-Operations in the promotion and funding for innovative waste management systems. GOAL III: WATER RESOURCES To provide opportunities that allow for the protection and enhancement of water resources and their best usage. Objective 1. Compile and monitor the area Water Quality plans and Source Water Assessment progress and understand issues identified in member counties. A. Assist County Water Quality Committees address concerns B. Assist SWCDs with NPS Program Grant applications C. Assist SWCDs with regional streambank assessment project Objective 3. Sponsor educational programs and seminars, which improve grass-root support for the prevention of water pollution, improvement in water quality, or protection of water resources. A. Assist Chautauqua County with the implementation of stream bank stabilization project on Chautauqua Creek. B. Assist Wyoming County to obtain funds for stream bank stabilization projects in the Tonawanda Creek Watershed. B. Assist SWCD with funding for natural stream bank restoration programs Objective 4. Sponsor the protection and enhancement of critical wetland and water-based habitats. A. Seek funding for the coordination of restoration efforts in the Conewango Creek WRP project B. Seek funding for BMP installation to reduce sedimentation into the Great Lakes GOAL IV: FORESTRY To promote activities that emphasis proper management of forest resources to avoid degradation, exploitation, misuse or neglect. Objective 1. Sponsor educational programs for landowners, students, loggers and wood product manufacturers. A. Promote the 14th Annual Rural Landowner Seminar B. Produce and distribute the NYFOA AFC chapter quarterly newsletter Objective 2. Strengthen the development of forestry business via working with related groups and agencies, as well as demonstrating new ideas, products and technologies. A. Install timber bridges on regional trail system GOAL V: COMMUNITY NEEDS To provide solutions to community based problems which address issues such as flooding and drainage, infrastructure improvements, historic preservation, alternative energy, recreation, public education and planning. Objective 1. Implement applications of projects and plans concerning alternative forms of energy, farm opportunities or community development. A. Implement Dry Hydrant maintenance project B. Implement Venison Donation Program C. Continue to seek funding for the installation of storm water protection for the Village of Angelica D. Sponsor the production of a short video from the interviews with area naturalists E. Seek funding to develop a comprehensive alternative livestock watering facility program Objective 2. Support the implementation of local Geographical Information Systems and promote local networking and information exchange. A. Promote the Ag-Tourism and Business Promotion Pilot project to assist ag-businesses network with tourism agencies
